[학술대회] 2020 한국행정학회. The Past and Future of Government Competitiveness (2020.06)

Contents: At the annual summer conference of the Korean Association for Public Administration (KAPA), the Center for Government Competitiveness organized a dedicated session to discuss the past and future of government competitiveness. Professor Si-cheol Lee of Kyungpook National University hosted the session for the Comparative Government and Government Competitiveness Research Association. Professor Hyun-kook Lee of Daejeon National University presented on financial autonomy and government performance, while Professor Young-hwan Lee of Wonkwang Health Science University discussed the importance of financial power in government performance. Professor Won-hyuk Cho of Victoria University and Dr. Tae-yeon Kim of Seoul National University presented "Speaking up in Demanding Workplaces: Employee Voice in HRM and Organizational Performance of Public Agencies." Dr. Kwon-sik Kim of the Korea Small and Medium Business Institute discussed the practical implications of this topic. Dr. Se-hee Kim of Seoul National University presented on the competitiveness of Korean artists' welfare and social security, and Professor Kwang-hoon Lee of Kangwon National University discussed how cultural policies impact artists' lives and their future potential.

[국제학술대회] KEIO-SNU Joint International Conference (2020.02)

Contents: Keio University and GSPA held a joint international conference on February 21st. In Session 1, Professor Dong Wook Kim of Seoul National University discussed issues in Korean central government operations, pointing out the "Blue House Government" problem. He argued that the Blue House holds excessive power and is unwilling to delegate decision-making and personnel authority to central government agencies represented by ministers. Next, Professor Masataka Harada of Fukuoka University introduced the relationship between war and suicide rates, providing evidence from the strategic bombing of Japan during WWII. Professor Jungho Park of Keimyung University then discussed citizens' policy acceptance of new renewable energy and technology. Moderator Soon Eun Kim of Seoul National University, along with discussants Wonhyuk Cho of Victoria University and Takeshi Iida of Doshisha University, contributed significantly to the session. Participants continued to Session 2 after a short break.

[국제 학술대회] 2015 ASPA Conference. Building a Stronger and More Equitable Society: The Role of Public Administration” (2015.03)

Contents: The American Society for Public Administration (ASPA)’s 76th Annual Conference expanded plenary sessions and featured prominent leaders, exploring the theme from both U.S. and international perspectives. The conference honored excellence in public service through the National Public Service Awards. A series of critical issue roundtable dialogues tackled some of the field’s most important challenges, ranging from key issues facing state and local governments over the next decade to the nexus of public management, the public sector, and the 2016 election. Professor Tobin Im served as both a moderator and presenter in the “Founders’ Forum – From Theory to Practice” session, delivering a presentation titled “Government Effectiveness and Competence: International Perspectives.” He also presented a paper in the “Critical Issues Roundtable Dialogues” titled “Do Our Core Public Administration Theories Travel to Chicago and Seoul: Can de Tocqueville Rap and Karaoke?” Additionally, Professor Im moderated the “Social Equity, Justice and Civic Engagement” session, themed “KAPA Panel 1: New Roles of Korean Public Administration for a More Equitable Society,” where he presented his paper “Rethinking Government Competitiveness: A Critical Assessment of Competitiveness Indicators.”

[국제 학술대회] Major Issues of Public Administration in the Smart Governance Era (2015.01)

Contents: The Graduate School of Public Administration at Seoul National University hosted this year’s PMRC conference, attracting a diverse group of public management researchers to generate meaningful discussions on recent public management issues. Major topics included: Media and Society; Governments and Competitiveness; Performance and Organization; and Time, Public Policies, and Public Organizations. Professors Tobin Im and Dongwook Seoh from the Center for Government Competitiveness presented a paper titled “Government Competitiveness Analysis in Developing Countries from the Perspective of Government Capacity.”

[동계 세미나] Structural choice, network governance, and adaptive equilibrium: Interagency Policy Networks in China (2014.12)

Contents: Professor Yijia Jing of the School of International Relations and Public Affairs at Fudan University, China, discussed China’s interagency policy networks. As a co-researcher at the Center for Government Competitiveness, Professor Jing has researched interagency network governance, which is becoming increasingly common in China. Given the numerous government agencies with limited resources, political support and network synergy can greatly affect their capacities. Jing’s research hypotheses focused on the dynamics within and surrounding these interagency networks.

[국제 학술대회] Public Management Research Conference 2014. “When Policy Meets Administration: Eastern and Western Voices” (2014.07)

Contents: This academic exchange aimed to foster mutual understanding by comparatively analyzing the distinct administrative and policy environments of the East and West. The session explored how divergent cultural frameworks and temporal orientations shape governance, decision-making, and public management in different hemispheres.
